Making It Rain On Welfare: Californians Spent $69 Million In Welfare Money Living The Good Life Posted: 05 Oct 2010 05:48 AM PDT An L.A. Times investigation has put people playing the California welfare system on blast… and subsequently f*cked it up for everybody. The article, released yesterday, showed that CalWorks EBT cards have been used outside of the state of California to pay for vacations, cruises and to withdraw money from casinos. To the tune of $69 Million dollars. More than $69 million meant to help the needy pay their rent and clothe their children was accessed in 49 other states, the U.S. Virgin Islands and Guam between January 2007 and May 2010, according to data from the California Department of Social Services. More than $11 million was spent or withdrawn in Las Vegas, about $1 million of that at shops and casino hotels on or within a block or two of the famous strip. The data show $8,968 accessed at the Tropicana and $7,995 at the Venetian and its Grand Canal Shoppes. The database also shows $16,010 withdrawn from ATMs on 14 cruise ships sailing from locations such as Long Beach, Rio de Janeiro and Beijing. Eight of the ships sail primarily from Miami. The out-of-state transactions include more than $1.5 million spent or withdrawn in Florida and $387,908 accessed in Hawaii. Wagner said he will not cut off access to the cards in those places. What makes it funnier, is that the reason these welfare cases are doing so much out of town may be the fact that there’s a limit to what they can do in Cali. In June, Schwarzenegger ordered Wagner to block access to benefits in California gambling centers after The Times reported that more than half of the state’s licensed casinos and poker rooms were included in the ATM network that accepts the Electronic Benefits Transfer cards that the state issues to welfare recipients. Unfortunately, if you live in Cali and you’re just now figuring out that your welfare benefits can do so much, the Governator already shut you down… Kind of. The Schwarzenegger administration is cutting off use of state-issued welfare debit cards at casinos across the country and on cruise ships, following a Times report that the aid cards have been used to spend or withdraw millions of dollars in benefits at popular vacation spots. There are no rules prohibiting welfare recipients from using their benefits outside of California as long as they get clearance from their county case worker to be absent from the program’s 32-hour-a-week job training requirement. All this because probably just a handful of people were out of pocket for too long. County investigators, who state authorities say are responsible for detecting fraud, typically don’t question where the money is spent until transactions on a welfare card show that the recipient has been outside of California for more than 30 days. In this case, the lesson is kind of obvious. A man in the UK recently had to confess to stealing from his neighbor’s vacant apartment after the neighbor’s curtains were seen in his window. Elizabeth Lowe, prosecuting, told the court the neighbour had moved out of the property and left only a few items inside. Williams broke down boarding on the home in Slough, Berkshire, and stole the net curtains, tools, two glass ashtrays and some lamb steaks from the freezer. ‘The person at the address had moved out because of an earlier burglary which was nothing to do with this defendant at all,’ Miss Lowe said. ‘They had boards up as a result of having left some items inside of not very much value. ‘They had last checked on May 6 and on May 8 a neighbour had said it looked to him that the boards had been disturbed. ‘In the next door flat they noticed that their net curtains were hanging there.’ However, the defendant denied that it was anything to do with him – but could not say how he got the net curtains, a judge at Reading Crown Court was told. He later confessed to the crime in police interviews and admitted burglary when he appeared before magistrates court. You know it’s bad when your own lawyer implies that you’re just too slow to know any better. Alastair Smith, defending, said that it had merely been an ‘opportunistic’ crime. ‘The fact that this defendant went on to place the curtains in his own window shows a lack of sophistication and realisation of the seriousness of the offence,’ he said. ‘If he realised it could lead to three years in custody he might have taken more time to consider his actions.’ But then again… The defendant, who has battled alcoholism and drug addiction, has 28 previous convictions for 76 offences dating back to 1985, the court was told. Williams will now be spending the next two and a half years in jail because this was his fourth time being convicted of a domestic burglary. Those must have been the flyest curtains ever. Source

We’ve heard of some pretty sick sh*t but this is one of the most horrible stories we’ve heard in awhile. A British perv was just sentenced to life behind bars for murdering his 12-year-old niece in the same fashion as his sick collection of kiddie porn and snuff films. John Maden, 38, who had downloaded a collection of sadistic ‘snuff’ movies from the internet, enticed his 12-year-old niece Tia Rigg to his home on the pretext of getting her to look after his daughter. Instead he drugged the unsuspecting youngster before torturing and abusing her, then stabbing her in the stomach and strangling her with a guitar string. Minutes later, Maden made a chilling 999 call in which he confessed to the horrific murder which he said he’d committed ‘because I felt like it’. Today he was ordered to serve the rest of his life behind bars for what a judge branded his ‘unspeakable’ crime, joining the ranks of Britain’s most notorious murderers including Ian Brady and Yorkshire Ripper Peter Sutcliffe. Officers arrived two minutes after the call was made and Maden was arrested. The tragic case once again highlights the depraved material available for anyone to access on the internet. It will also raise new concerns about Salford social services which had been monitoring Tia and last year came under fire over the killing of a vulnerable toddler. Jobless Maden had become fascinated with sadistic ‘snuff’ movies – films showing a murder being committed – while downloading a sick library of violent pornography and explicit images of children, a court heard today. Tia, the daughter of Maden’s sister, Lynne, frequently came round to his home in Cheetham Hill, Manchester, to babysit for his ten-year-old daughter, and he secretly began plotting to act out his dreadful fantasy on her. Searches of a laptop computer found he had done extensive research into killing, including downloading texts with a variety of violent titles. The divorced father-of-one also downloaded more than 2,000 explicit images from the internet including the most extreme level five categories of child porn – police sources said he had obtained most of such photographs that are in existence. On April 3 Maden called his sister and asked if Tia could come round to babysit, before drugging the youngster with tablets he had been given to combat his psychotic episodes. Just 45 minutes after she arrived, Maden dialled 999 and made a ‘chillingly calm’ call to report what he had done. Police officers found Tia’s naked body with her hands tied behind her back and surrounded by two knives and a sex toy. Here’s the transcript to the emergency call he placed after committing the murder: TRANSCRIPT OF THE CHILLINGLY CALM 999 CALL MADE BY MADEN John Maden: ‘Hi, I would like to report a murder.’ He is asked where it happened and gives his address and name, ‘John Nigel Maden’. Operator: ‘Well what’s happened there?’ Maden: ‘My niece has been murdered by me.’ Operator: ‘When has this happened?’ Maden: ‘I have just finished killing her now.’ Operator: ‘Why have you done that?’ Maden: ‘Because I felt like it.’ He then gives her name as Tia Rigg and wrongly reports her age as 11. The call is cut off before being reconnected, with the operator asking for more details. Maden: ‘I am quite sure the officers that come to the house will be able to take all the details you need.’ Operator: ‘How’s it happened?’ Maden: ‘I have used… with a knife and strangulation and that’s it, bye.’ We really feel for this girl’s family, but we’re having a hard time understanding why she was allowed to babysit for the sick Uncle with psychotic episodes in the first place? How did he even have custody of his daughter for that matter? SMH… Just horrible. Source
